abstract

objectives this study is the first of its kind to determine the framework, advantages, and limitations of bot contracts for health care projects in selected countries. background advantages and limitations of build-operate-transfer (bot) contracts in various forms of public-private partnership (ppp) arrangements have not been studied. conclusions this study suggests that more information transparency is required for these types of contracts. factors such as the term of the contract, the maintenance of the facilities built and their post-completion ownership status, facilities and credits offered to the private sector during the construction and operation phases, and the provision of financial and non-financial incentives to the private sector require deeper examination and should also be adjusted to the local contexts of the developing country. results the findings revealed that while there was insufficient information transparency for adoption of the bot contract model in developing medical facilities and building new hospitals, some similarities were observed in its adoption in public fields. adoption of the bot contract model has been proven feasible in the selected countries for the health sector, in particular, for the development of new hospitals. these contracts are usually long-term in nature to provide the private sector with the chance to appropriately exploit the field. different countries utilize this model to meet public regional and long-term health care needs, where the goal is not just a matter of seeking the private sector’s contribution. methods a comparative design was employed to identify factors affecting the development of medical facilities through the adoption of ppps and the implementation of bot contracts. england, spain, australia, turkey, and canada were selected, and data were gathered through well-known databases for the relevant studies. electronic databases were searched using the keyword terms, “build-operate-transfer,” “public-private partnerships,” “health sector/health system,” “health care facilities,” “spain,” “canada,” “england or united kingdom,” “turkey,” and “australia.”

Determination of Concession Period in Build-Operate-Transfer Projects Using Fuzzy Logic

The build-operate-transfer (BOT) projects are a popular method of privatization of public infrastructure development. There are several risks which might affect a BOT project negatively. Concession period is one of the most important decision variables in arranging a BOT-type contract which should be determined considering the existing risks and uncertainties. A longer concession period is more...

Telecommunications Development : Policy Recommendations for Developing Countries

Reform of the telecommunications sector has been a worldwide policy trend since the United States, the United Kingdom and Japan drastically reorganized their domestic industries in the early 1980s. Competition has been introduced into a previously monopolistic telecommunications market by many developing as well as industrialized countries. In earlier periods, however, telecommunications monopo...

Analysis of a Build-Operate-Transfer Scheme for Road Franchising

Private provision of public roads through build-operate-transfer (BOT) contracts is increasing around the world. Under a BOT contract, a private firm would build a road, charge tolls to road users for a period, and then transfer the road to the government. By viewing a BOT contract as a combination of three variables of concession period, road capacity and toll charge, we study optimal BOT cont...

Risk assessment for build-operate-transfer projects: a dynamic multi-objective programming approach

This study uses a dynamic multi-objective programming approach to establish a risk assessment model, and develops an iterative algorithm for the model solution. The results obtained show that the sum of the interactive utility value could determine whether or not the interactive relationship is characterized by independence among negotiators. In addition, our numerical example shows that the ri...
